What Are Accredited Service Providers (ASPs) in the UAE?
The UAE's e-invoicing framework is built on Cabinet Decision No. 106 of 2025 and Ministerial Decisions No. 243, 244, and 64 of 2025. Under these rules, an ASP is a technology provider that has passed the Ministry of Finance's full accreditation pathway, including Peppol certification, OpenPeppol conformance testing, ISO 27001 grade security, and proof of at least two years operating an e-invoicing system. In the UAE's decentralised model, the seller sends invoice data to its ASP (corner two), which validates it against the PINT-AE XML standard and transmits it over the Peppol network to the buyer's ASP (corner three). Which Companies Are ASP Providers in UAE?
More than 30 providers had been approved by the Ministry of Finance as of May 2026, with several others in the final stages of accreditation. Names featured on the MoF list include Comarch Middle East, Cygnet, Pagero Gulf, Deloitte and Touche M.E., Flick Network, SunTec, and Skill Quotient Technologies, among others. The Ministry has also introduced a white label framework that allows UAE firms to deliver solutions in partnership with international providers, widening the choice further. Because the list is updated periodically and statuses can change, always verify a provider's current accreditation on the official MoF list or through the EmaraTax portal before signing.
